Rewriting the Constitution: A More Perfect Union
Our self-selected group will go through the 4,543-word Constitution Article by Article and line by line, for the following purposes:
- To clarify clauses that have bedeviled the U.S. court system. E.g., what is a “cruel and unusual punishment”? What is a religious “establishment”? What is a “high crime or misdemeanor”?
- To redefine such concepts as impeachment, emoluments, pardons, Habeas Corpus, etc.
- To redefine the presidency to meet the needs of our time (not a three mile per hour world but one that travels at 186,000 miles per second), by erecting guardrails to ensure that the new executive “stays in his or her lane.”
- To wrestle with the problem of representation. (Do we want two Senators per state? Are 435 House members enough? Should the Electoral College be abolished?)
As we work our way through the Constitution, for each major clause we will take a series of votes (before we begin at all; as we first address each clause; as we end our deliberations on that clause; and when the whole revision process is over.)
